"Ribbon Control Elements" and "Toolbar Control Elements" items are added to the categories drop-down list in the command list pane of the CUI editor, which you can select to filter and add elements quickly. Also, Layer State Gallery and LayerFilterComboControl elements are added under Ribbon Control Elements category.
